Elected in single mandate constituency № 163 (Saratov constituency - Saratov Oblast) held a meeting with the Chairman of the High Council of State of Libya Mohammed Takala at the State Duma. They discussed issues of development of Russia-Libya relations within the framework of the parliamentary dimension.

“The relations between our countries have deep roots. We have always supported the idea of developing cooperation with Libya,” Vyacheslav Volodin noted at the meeting. “Your visit will undoubtedly give new impetus to the development of our relations,” he added.

Russia and Libya have great potential for cooperation in various fields, and as emphasized Vyacheslav Volodin: “The trade turnover between our states is constantly growing – only in 2023 it has increased by 2.8 times.”

“We should do everything within the parliamentary dimension to make our dialogue constant, systematic, so that relations will develop not only within the framework of cooperation of friendship groups or one-time visits, but also at the level of our relevant committees and commissions on the principles of friendship, mutually beneficial cooperation and the absence of double standards, as well as non-interference in the sovereign affairs of independent states,” added the Chairman of the State Duma.

Mohammed Takala said that “the visit to Russia promotes the strengthening and development of friendship between our countries.”

“We have common interests, and we develop our cooperation in accordance with them. I think that helps us develop,” said Mohammed Takala.

The Chairman of the High Council of State of Libya proposed to create a contact group with the State Duma to coordinate the work of parliamentarians: “We are interested in all the events that take place in your country. We are convinced that parliament should have a certain influence on executive authorities, on governments in order to adopt certain bills proposed by the State Duma and the High State Council in our country.”

Vyacheslav Volodin supported the proposal of Mohammed Takala. “We should find new, more effective formats of cooperation. There are five political factions in the State Duma, but despite the different views and programs, everyone supports the idea of building relations with Libya and its parliament,” said the Chairman of the State Duma.

On 13 December 2018, the Chairman of the State Duma Vyacheslav Volodin and the President of the House of Representatives of Libya Aguila Saleh held a meeting where signed an agreement on cooperation and discussed issues of development of dialogue between Russia and Libya.

In November 2020, the delegation of the House of Representatives of Libya with its President Aguila Saleh visited the State Duma. Russian and Libyan parliamentarians discussed the situation in the North African state, as well as issues of Russia-Libya inter-parliamentary cooperation. According to Alexander Zhukov Zhukov
