Russia and Nicaragua are reaching a new level of cooperation: there has been created the Commission on Cooperation between the State Duma and the National Assembly of the Republic of Nicaragua.
The first meeting of the Commission was held as part of the events of the International Parliamentary

The Chairman of the State Duma of the Federal Assembly of the Russian Federation of the eighth convocation. Elected in single mandate constituency № 163 (Saratov constituency - Saratov Oblast)
and the Special Representative of the President of Nicaragua for Russian Affairs Laureano Facundo Ortega Murillo opened the meeting of the Commission.
Nicaragua is one of Russia’s strategic counterparts in Latin America, as noted Vyacheslav Volodin, opening the meeting.
“The Presidents, Vladimir Putin and Daniel Ortega, contribute a lot to the development of relations between our countries, but we should also make our own contribution to the development of relations within the parliamentary dimension,” emphasized the Chairman of the State Duma.
The task of the parliamentarians of Russia and Nicaragua is to enhance inter-parliamentary cooperation, consider urgent issues, and do everything possible to develop mutually beneficial relations, according to Vyacheslav Volodin. The Commission on Cooperation between the State Duma and the Parliament of Nicaragua was created to fulfill the task.
Vyacheslav Volodin noted the fact that for the period from January to May 2023, the trade turnover between the Russian Federation and Nicaragua has increased 4.3 times: “This is a very good result, but not the limit in our relations.”
“We fully support your position at the UN, the Central American Parliament, your position in Europe. You support values that are close to us. Therefore, it is very important to use the Commission format when consider issues of economic cooperation, to do everything possible to ensure that our economic ties are as strong as political ties,” emphasized the Chairman of the State Duma.
“We are convinced that this Commission will help implement the necessary projects. It will be great for our nations, will bring our companies and enterprises closer together, and will also allow Russia to have a greater presence in the Latin American region,” said Laureano Ortega Murillo.
According to the Special Representative of the President of Nicaragua, his country is interested in cooperation with Russia in the fields of security, ecology, technology, education and tourism.
Laureano Ortega Murillo also thanked Russia for the assistance provided to Nicaragua on various issues. “We admire the work of President Putin, his activity in Russia, he is protecting peoples, world peace, fighting against fascism and Nazism,” he said.
The First Vice President of the National Assembly of Nicaragua, Co-Chair of the Commission on Cooperation between the State Duma and the National Assembly of Nicaragua Arling Patricia Alonso Gómez stressed that the cooperation between Russia and Nicaragua “has always united our nations.” She expressed confidence that the signing of an agreement on cooperation between the State Duma and the National Assembly would give the parliamentarians of the two countries the opportunity to “deepen and consolidate cooperation.”

On September 29 — October 2, the First International Parliamentary Conference “Russia – Latin America” is being held in Moscow at the initiative of the State Duma. More than 200 participants, including parliamentarians from different countries of Latin America and the Caribbean Region, representatives of the expert community, public figures and diplomats are expected to take part in the Conference. They plan to discuss with their Russian colleagues relevant issues of the international parliamentary agenda.
On Friday, September 29, the President of the Russian Federation Vladimir Putin addressed the Conference participants.
The following round tables were held as part of the events of the Conference:
- Equal and mutually beneficial economic cooperation: role of the parliaments
- Development of humanitarian ties between Russia and Latin America: contribution of the parliaments
- Just multipolar world: role of the parliamentary diplomacy
- Security for all: position of the parliaments
On October 2, the plenary session of the International Parliamentary Conference “Russia – Latin America” will be held at the State Duma (the Pillar Hall of the House of the Unions) on the topic “Cooperation for a just world for all”.
