The State Duma launched the parliamentary investigation of the crimes committed by the Kiev regime against minors

“The Russian President Vladimir V. Putin at the International Economic Forum presented before the whole world the horrible facts of crimes committed by Bandera punishers on the territory of Ukraine during the Great Patriotic War. The photographs and black-and-white footages of massacres have torn hearts. The President stressed that the current officials in Kiev ‘are followers of the Nazis and they do the same things’.

Almost every day we receive reports of children injured or killed by the Armed Forces of Ukraine. There have been recorded horrible facts against children in the Donetsk and Lugansk People’s Republics since 2014, while the international community keeps being silent, the criminals have not been punished, and there are new names at the Alley of Angels.

, we have considered an issue of launching the parliamentary investigation of the crimes committed by the Ukrainian regime against minors. We also sent the relevant requests to the Speaker of the Federation Council of the Russian Federation Valentina I. Matvienko.

In addition, there were held meetings with the head of the LPR Leonid I. Pasechnik, the chairmen and representatives of the LPR and DPR parliaments, representatives of the prosecutor’s office and the Ministries of the Internal Affairs of the Republics, where were discussed issues related to launching an investigation of the facts and circumstances of the violations of the rights and fundamental freedoms of minors by the Kiev regime.

Thus, for the period from 2014 to December 2022, the Investigative Committee of Russia opened 2287 criminal investigations against 655 people, including military and political officials of Ukraine, members of radical nationalist associations, as well as representatives of Ukrainian law enforcement agencies. According to official data alone, more than 5 thousand civilians, including over 130 children, were killed during the armed conflict. At least 9.5 thousand civilians were injured, more than 400 of them were children. More than 24 thousand minors have been recognized as victims of shelling by armed formations of the Kiev regime.

The special commissions are working on the territories of the DPR and LPR and are recording evidence of crimes committed by the military and political Ukrainian officials against the civilians. We met with the representatives of these commissions. We have already been given some of the materials proving the facts that the Armed Forces of Ukraine, and the Kiev regime in general, committed deliberate crimes against the person and war crimes. Thus, in the Lugansk People's Republic, there was confirmed the death of 56 children, the youngest of them was only 27 days old. In the Donetsk People's Republic, the military aggression of Ukraine in the DPR resulted in 171 child deaths, 583 were injured having varying degrees of severity. In addition, there were recorded facts of death and injury of children in Zaporozhye and Kherson regions. Children were also injured in the Belgorod, Bryansk, Kursk regions. And there are still new crimes and violations of children's rights.

In one of the schools in Lisichansk, there was found “a torture room” with numerous means for torture, where minors were gang raped and that was video recorded.

In the city of Shchastia, the director of one of the lyceums helped to transport orphans, underage girls, to the location of the Aidar battalion for further harassment.

According to the director of the orphanage in Lugansk, in 2014, orphans were taken to Odessa, as it was said on vacation, but then they simply disappeared. Thus, during all these years, entire orphanages in Ukraine have also disappeared. Recently, we have received an appeal with information that dozens of orphans from the Artemovsky district in the DPR, when it was controlled by Ukraine, were illegally taken to Europe for further sale. Several dozen children. We have already appealed to the Investigative Committee. There is still no information about their whereabouts.

In addition to the facts of murders and harassment, the Nazis are purposefully shelling orphanages, schools, kindergartens, playgrounds, hospitals, residential buildings in Donbass. There have been revealed facts of imposing a blockade of social, humanitarian, energy infrastructure, facts of torture of the people, abuse of the civilians, including children.

The authorized structures of the republics of Donbass made numerous attempts to appeal to international institutions. During 9 years, there have been sent appeals to the UN, the Commission on Human Rights, the European Court of Human Rights, the International Criminal Court, the OSCE and many others. Only from the territory of the LPR, according to preliminary estimates, more than 2,000 statements of claim were sent to the ECHR, and more than 1,500 to the ICC. All these appeals not only remained unreviewed, but were not even recorded. There were made attempts to falsify data to file charges against Russia. Such blatant injustice makes us all unite to defend justice and protect children.

Thus, in the circumstances of the ongoing egregious crimes against children by the Kiev regime, the chairmen of the relevant committees of the State Duma and all those who signed the appeal (more than 400 members of the State Duma) in accordance with the Federal Law of 27 December 2005 “On the Parliamentary Investigation of the Federal Assembly of the Russian Federation” consider it necessary to find out the true root causes of the violations of the rights of children by the Kiev regime, to give a comprehensive assessment of the circumstances that lead to that, to take the necessary legal protective measures to protect children. All circumstances that threaten life and health of children from the Kiev regime must be studied in detail, and the general public and the international community should be informed about all the egregious facts of crimes. Our investigation will help to restore the violated rights of children and bring to justice the perpetrators of crimes against minors.

In conclusion, let me emphasize that today we are considering an issue of launching the parliamentary investigation of the crimes of the Nazis of the Kiev regime against children on the eve of one of the most tragic dates in the history of Russia — the Day of Remembrance and Sorrow (June 22), the beginning of the Great Patriotic War. Russia has managed to preserve memory and truth, preserve history and its children. The Ukrainian regime, having destroyed the truth, is currently destroying Ukraine, exterminating its children with the rainbow dances of gay parades. By creating a commission in the Parliament, we will build another line of defense around our truth, our children and our future.

Colleagues! The results of the parliamentary investigation, that we have launched today, can be an effective tool to protect our children and can help to protect and prevent future crimes. I ask you to support this decision.”

Members of the State Duma adopted a resolution on the establishment of a parliamentary commission on investigation of criminal acts committed by the Kiev regime against minors.
