Foreign citizens to be banned from availing services of surrogate mothers in Russia

Members of the State Duma adopted in the second and third readings a law, introducing a ban for foreign citizens and stateless persons to avail services of surrogate mothers on the territory of the Russian Federation.

“Surrogacy for foreigners is prohibited. The law will prevent child trafficking, protect our babies from situations when they are raised by same-sex couples or become victims of crimes, and even from organ trafficking,” posted the Chairman of the State Duma Vyacheslav Volodin Volodin Vyacheslav Victorovich Volodin

Russian citizens, married couples, as well as single women, still have an opportunity to avail such services. The ban will not apply to cases if a Russian citizen is officially married to a foreign citizen.

In addition, a child born in Russia by a surrogate mother who has signed a surrogacy agreement with potential parents or a single woman acquires Russian citizenship at birth.
