The State Duma adopted at the plenary session a text of an appeal of both chambers of the Federal Assembly of the Russian Federation “To the parliaments of the world countries on the need to strengthen the regime of the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on their Destruction”.

Specialists on the Territory of Ukraine, took the initiative to send such an appeal.
“The Chambers of the Federal Assembly of the Russian Federation express extreme concern about the exacerbation of the biological safety risks, posing threat to the world population without exception,” the document says.
The parliamentarians recall that there have been published scientific studies evidencing the possible artificial nature of the COVID-19 origin. In addition, a number of states created biological laboratories in foreign states to research potential agents of biological weapons and conduct dual-use experiments.
In this regard, the appeal emphasizes that the BTWC regime “should be strengthened consistently.”
“We call on parliamentarians to join efforts with Russia and join our ongoing investigation into the US illegal military biological activity in Ukraine in order not only to thoroughly investigate the situation, but also to take all the necessary steps at all relevant areas and levels to prevent the threats posed by such activity and risks that could undermine the BTWC regime,” the document says.
The members of the State Duma also appealed to “draw maximum attention of national legislative bodies, international parliamentary bodies and organizations to the need to join efforts of the world community to take urgent measures to strengthen the BTWC regime.” Parliamentarians should work together to create a special atmosphere for their governments that should work on strengthening of the BTWC regime.
Irina Yarovaya stressed that such an appeal of the chambers of the Federal Assembly “calls on the world parliaments to join efforts within the framework of the upcoming 9th BTWC Review Conference, which will start on November 28 in Geneva.” “First of all, we should do that to fully implement the confidence-building measures proposed by the Russian Federation,” emphasized the Deputy Chairwoman of the State Duma.
She is also convinced that it is necessary to develop additional mechanisms and introduce mandatory reporting on the facts of the creation of military biological projects on the territory of any states.
Irina Yarovaya proposed to hold additional meetings and negotiations to discuss the appeal at the level of friendship groups until November 28. “We really hope that by joining our efforts, we will be able to implement new measures that will help protect our country, the citizens of Ukraine, and the whole world from the most monstrous US project,” concluded Irina Yarovaya.

“We should stop that,” he stressed. “We should convey the truth and insist that those people who deployed those laboratories around the world and on the territory of Ukraine should be brought to justice,” emphasized Vyacheslav Volodin.
The Chairman of the State Duma recalled that there had been provided evidence by independent international studies, in particular the commission of the British medical journal Lancet, that the coronavirus had been created artificially and, as expected, by the US technologies.
“At the same time, the authors of the report say that independent researchers failed to conduct investigations in the US laboratories involved in the manipulation with viruses. Moreover, the US National Health Institutes tried to prevent the disclosure of details of the studies,” added Vyacheslav Volodin.
According to him, if the world community does not realize the real threat, the danger, the world may face a threat comparable to consequences of what happened in Hiroshima and Nagasaki, but only with the use of biological weapons.
