recalled that the day before Russian President Vladimir Putin held a meeting with President of Mongolia Ukhnaagiin Khurelsukh, where Presidents discussed decisions aimed at development of cooperation between two states.

“It is very important for us to provide legislative support for those decisions as soon as possible and, of course, on our part, to reach such level of dialogue, which will form the basis for further development of inter-parliamentary ties and better understanding between our nations,” he stressed.

New forms of cooperation

Vyacheslav Volodin emphasized that Russia and Mongolia as strategic partners should “find new forms of cooperation that will help not only to develop relations, but also raise living standards of citizens of the two countries.”

“We proposed to the State Great Khural of Mongolia to create a joint commission,” said Vyacheslav Volodin. “We hope that this proposal will be supported and the bilateral commission will make a real contribution to development of relations at the inter-parliamentary level,” he added.

The Deputy Chairman of the State Duma Alexey Gordeyev will be a Co-Chairman of the Commission, as he coordinates cooperation with the Parliament of Mongolia.

“This is a new level of cooperation between our parliaments,” said the Chairman of the State Duma and added that the new format would include various specific issues in the agenda.

The President of Mongolia noted Russia’s special attention to enhancement of inter-parliamentary cooperation. He stressed that he fully supported the idea of establishment of a new cooperation mechanism.

“I am convinced that this mechanism will give new impetus to development of not only inter-parliamentary cooperation, but also of bilateral relations,” he said.

Cooperation in field of education and Russian language learning

The meeting participants also discussed the need to enhance economic cooperation between Russia and Mongolia. The Chairman of the State Duma stressed that development of humanitarian, educational and cultural cooperation could form a good basis for strengthening economic ties.

“We continue to develop cooperation in the field of education. More than 2 000 students from Mongolia study at Russian universities,” said Vyacheslav Volodin.

The Chairman of the State Duma also noted importance of studying Russian language, including in Mongolian schools.

Ukhnaagiin Khurelsukh said that everyone in Mongolia understood the importance of learning Russian language and noted the fact that five of six members of the Mongolian delegation graduated from Soviet and Russian universities.

He recalled that in 2021 Russia-Mongolia relations marked the 100th anniversary of the establishment of diplomatic relations, and he also noted the fact that it was his first foreign visit and he paid it to the Russian Federation and “it has deep symbolic meaning.”

“The partnership between our countries has been very strong and holistic,” he said.

“On the occasion of the 100th anniversary of the establishment of diplomatic relations, on behalf of the Mongolian people, I think it would be right to express gratitude to the Russian people, who have always stayed with us,” stressed the President of Mongolia. He recalled that the Treaty between Mongolia and the Russian Federation on Friendly Relations and Comprehensive Strategic Partnership was signed in 2019.

“This Treaty was signed for an indefinite term, which shows special kind of the relations between our countries and good prospects for our cooperation,” said Ukhnaagiin Khurelsukh.

He invited Vyacheslav Volodin to pay a visit to Mongolia. The Chairman of the State Duma, in turn, invited Ukhnaagiin Khurelsukh to address members of the State Duma at a plenary meeting during his next visit to Russia.
