Chairman of the State Duma and President of Vietnam discussed development of inter-parliamentary cooperation between two states

The Chairman of the State Duma of the Federal Assembly of the Russian Federation of the eighth convocation. Elected in single mandate constituency № 163 (Saratov constituency - Saratov Oblast)
held a meeting with President of Vietnam Nguyễn Xuân Phúc on December 1. Parties discussed enhancement of inter-parliamentary cooperation between the two countries, as well as development of relations between the Russian Federation and Vietnam in such areas, like economy, energy, defense, education and the humanitarian sphere, as well as issues related to countering the pandemic. They also discussed coordinated actions within the framework of international and inter-parliamentary organizations and forums.

New dialogue formats

“Cooperation between our countries has been developing dynamically. I know that you had already met with our President Vladimir Putin and discussed these issues. It is important for us that all those actions contributed to development of our relations would also be effectively implemented at the inter-parliamentary level. Thus, we are convinced that it would be right to develop new formats of dialogue,” said the Chairman of the State Duma. According to Vyacheslav Volodin, that would help to strengthen mutual understanding between the citizens of Russia and Vietnam.

He stressed that this meeting “is a good opportunity to do everything to provide legislative support to implement the agreements reached by the heads of our countries.

Earlier, following the meeting of the President of the Russian Federation and the President of Vietnam, Presidents adopted a joint statement on development of comprehensive strategic partnership between the two states until 2030. In particular, the text of the statement noted the importance of enhancing interaction between the parliaments of the two states in various formats, as well as coordinating actions within the framework of international and regional parliamentary forums.

Inter-parliamentary Commission

The Chairman of the State Duma noted “the need to develop cooperation within the framework of friendship groups and the Inter-Parliamentary Commission. It has proved its effectiveness,” said Vyacheslav Volodin.

“We highly commend activities of the Inter-Parliamentary Commission on Cooperation between Vietnam and Russia, as that is the highest level of cooperation of the National Assembly of Vietnam with parliaments of other countries. That is a unique commission,” said Nguyễn Xuân Phúc.

Vyacheslav Volodin emphasized the attention the President of Vietnam paid to the development of cooperation with the State Duma. The Chairman of the State Duma is convinced that the meeting with the President of Vietnam would provide a good basis for enhancing inter-parliamentary ties.

Strategic partnership

Vyacheslav Volodin noted the long-standing history of Russia-Vietnam partnership. “We should use every opportunity to strengthen our cooperation,” he said.

“Russia is now one of the leading countries in the world. Russia is a pillar of development balancing the world,” said Nguyễn Xuân Phúc and noted strengthening of the position of Russia.

“We welcome Russia’s recent achievements. I would like to note the contribution of the State Duma to that,” he said.

“Vietnam has consistently attached great importance to the comprehensive strategic partnership between our countries. Russia is one of the pre-eminent partners in our foreign policy,” stressed Nguyễn Xuân Phúc.

Vyacheslav Volodin invited Nguyễn Xuân Phúc to address members of the State Duma at the plenary meeting during his next visit.

Nguyễn Xuân Phúc, in turn, invited Vyacheslav Volodin to pay a visit to Vietnam.
