On June 7, a law came into force aimed at establishing unified examination procedures in all Russian regions and new procedures for conducting state testing and examinations of foreign citizens in Russia.
Each region of the Russian Federation was allowed to have its own list of educational organizations where the examination could be held, as well as to approve procedures and forms of the examination. The new law establishes the procedures for only organizations included in the official list will be able to conduct such examinations. These organizations will also issue certificates confirming the level of knowledge of Russian language.

Examination procedures
Requirements on the minimum level of knowledge of the Russian language, Russian history and Russian legislation will be different depending on the purpose of stay in the country:
The Russian language proficiency test will be conducted orally and in writing (the only exception for foreign citizens applying for a work permit or a work patent).
The test on the history of Russian and Russian legislation will be in writing on the computers and other remote technologies.
The test for foreign citizens obtaining a work permit or a work patent will last no more than 80 minutes, for obtaining a temporary residence or a residence permit — no more than 90 minutes. The examination will be recorded on video and audio recordings.
The corresponding Government decree will enter into force on 1 September 2021.

The corresponding document will also enter into force on 1 September 2021 and will be valid for six years.
Certificates
Foreign citizens after successfully passing the tests will receive certificates confirming Russian language competence, knowledge of the history of Russia and Russian legislation at the required level.
Information about the issued certificates will be included in the Federal Register of information about documents on education and qualifications.
Those certificates received before the new law entered into force will be also valid until their expiration date. The examination results certificates will also be valid until the end of their validation period, but no more than five years.
