Ensure implementation of the agreements reached by the heads of the states

At the beginning of the meeting, Chairwoman of the Senate of the Oliy Majlis of Uzbekistan Tanzila Narbaeva thanked Russian side for the provided vaccines, and added that Uzbekistan welcomed the actions taken by Russian authorities to cope with the crisis last year.

and Tanzila Narbaeva stressed the need to do everything to implement the agreements reached by the presidents of Russia and Uzbekistan.

“Dialogue means a lot. Our presidents are engaged in that dialogue. To their credit, they have done a lot because they understand the need for development of cooperation between our countries. As for the parliamentary dimension, we should do everything to legislate the agreements reached by the presidents,” said Viacheslav Volodin.

Issues of studying Russian language

The Chairman of the State Duma is convinced that it is necessary to study the legislation related to migrants coming to Russia. He stressed that the issues related to studying Russian language were the priority issues.

Tanzila Narbaeva said that issues of learning Russian were important for Uzbekistan: “Last year, even in the pandemic conditions, 35 [Russian language] teachers arrived in Uzbekistan and worked in the regions of our country. This year, we already have 48 teachers”. She also thanked Russian side for opening branches of Russian universities in Uzbekistan, as well as for all the provided assistance to the citizens of Uzbekistan who stayed in Russia during the pandemic.

Cooperation at different levels

The Chairman of the State Duma Viacheslav Volodin noted the dynamic development of bilateral cooperation, but there were a lot of things that should be improved. “Our relevant parliamentary committees do not cooperate a lot, thus it would be right to enhance such interaction,” he said.

The meeting participants also reached an agreement that Russian parliamentarians would observe the presidential elections in Uzbekistan later this year, and parliamentarians from Uzbekistan would observe the parliamentary elections in Russia.

“We would be glad if representatives of the Parliament of Uzbekistan observed the elections in our country,” stressed Viacheslav Volodin.

Viacheslav Volodin noted the importance of compliance with national legislation of the country where the elections would be held. “These approaches in our country are completely different from approaches of other countries which representatives observe the elections in our country. We are convinced that all states have their own national legislations, and we respect them,” said the Chairman of the State Duma.

He recalled that the United States, for example, did not comply with the standards of democracy and transparency of elections, while the US authorities continued to make claims against other states where the elections were held much more competitively and fairly.

“The legislation of our state is more balanced. Russia is a multi-religious, multi-ethnic state, there are representatives of different peoples, different cultures, and all their rights are protected by law, and when we speak about religion, legislation also protects the religious rights. There are traditions, and there are customs, and all this should be taken into account.

And when we talk about intrusive proposals of the PACE, and we cannot agree with them, they do not take into account our traditions, culture, history, multinational composition. For many years, we have been developing a legislation which helps any person to feel free in our country,” stressed the Chairman of the State Duma.
