“Only an approach, which takes into account traditions, culture, and the situation in the regions that are represented in inter-parliamentary structures, can play an effective role in the development of relations. And when the traditions or the peculiarities of the states, their ethnic composition are not taken into account, or when one pattern is used for all countries, this only leads to tension,” said Viacheslav Volodin

during a meeting with President of the Chamber of Representatives of the General Assembly of the Oriental Republic of Uruguay Cecilia Bottino and President of the Parliament of MERCOSUR Daniel Caggiani.
“Gathering and discussing issues related to the development of parliamentarism, our task is to convey to those who work in inter-parliamentary structures that we are all different but this is our strong side, and this must be taken into account. However, at the same time, it is impossible to engage in political games and impose on us those standards that have nothing to do with democracy,” said the Chairman of the State Duma.
Signing an agreement with PARLACEN
During the Forum “Development of Parliamentarism”, a cooperation agreement with PARLACEN can be signed, informed Viacheslav Volodin.
“It is important for us to have such large inter-parliamentary associations as PARLASUR in today's dialogue. We have previously signed an agreement with the largest regional structure Parlatino, which consists of 23 countries of the continent, and we plan to create a high-level commission with this parliamentary association in order to work more effectively on a specific agenda,” said the Chairman of the State Duma.
A cooperation agreement with PARLACEN is expected to be signed at the Forum, Viacheslav Volodin added.
Cooperation of Russia and Uruguay
At the moment, relations between Russia and Uruguay are at a high level, Cecilia Bottino, President of the Chamber of Representatives of the General Assembly of the Oriental Republic of Uruguay, said during the meeting.
“We have good economic relationships that we would like to develop in the future,” she said.
She also conveyed an invitation to come to Uruguay and take part in the PARLASUR meeting to Viacheslav Volodin.
Last year, trade with Uruguay increased by 33%, which is a very serious indicator, said Viacheslav Volodin.
“And of course, we are grateful that you did not support anti-Russian sanctions,” he added.
Meetings are being held within the framework of the 2nd International Forum ”Development of Parliamentarism.“
The Forum is held on the initiative of the State Duma on July 1–3. The Forum will also host the Russia-Africa parliamentary conference.
As previously was noted by Chairman of the State Duma Viacheslav Volodin, “this year the number of participants increased significantly — last year there were only 19 speakers [of the national parliaments] at the Forum, this year there are 41. Also, last year only 96 countries participated in the Forum but this year more than 800 parliamentarians and experts from 132 countries came to Moscow.”
