Slimane El Omrani: the digital revolution requires all our strength

He noted that “the digital revolution requires all our strength and mobilization of resources, and we must take into account all the sources of this freedom,” stressing that Morocco is increasingly entering the “channel of digitalization” using all its positive aspects.

At the same time, he stressed that universal digitalization can also have negative consequences.

“Young people need special care, (…) young people are our future. Despite the harmful phenomena that the digitalization process have, we must cope with them,” he stressed.

Digital security

Thanh Binh Phan, a member of the Central Committee of the Vietnamese Communist Party, chairman of the National Assembly on Culture, Education and Youth Affairs, spoke about security in the era of the “digital revolution”.

“We must work in the field of information security in order to avoid possible violations in this regard. There must be an understanding and control of these technologies. And how we should keep this information is one of the important problems today. We must ensure the security of various programs and software,” he stressed, noting that “no one today can guarantee the security of information and the security of digital systems.”

“Digital technologies can become safe and effective only if we unite the efforts of all countries. And we will try to use them only for the well-being of our countries and our peoples,” said Thanh Binh Phan.

Digitization of lawmaking

Director of the National Center for Legal Information of Belarus Evgeny Kovalenko told the audience what digitalization could give to legislative work.

“Involvement of the public in the work on legal norms is the task that we face today,” said Evgeny Kovalenko.

He also spoke about the Belarusian experience of storing legal information and laws, various platforms and systems. Evgeny Kovalenko noted that the Belarusian colleagues see their task in the future as “ensuring accessibility, openness and maximum simplicity of legislation”.

and Swiss entrepreneur and banker Pascal Najadi were moderators of this section.

The 2nd International Forum ”Development of Parliamentarism“ is held on the initiative of the State Duma on July 1–3. This year representatives of 132 states participate in the Forum.

About 800 foreign guests and delegations from 14 international parliamentary organizations take part in the events. 41 speakers representing the national parliaments participate in the Forum.

The Forum will also host the Russia-Africa parliamentary conference.
