On June 20–21, the 53rd General Assembly of the Parliamentary Assembly of the Black Sea Economic Cooperation (PABSEC) is taking place in Baku. The parliamentarians of 12 Black Sea countries gathered to discuss economic, political, social, environmental and other issues.

“For more than a quarter of a century, the PABSEC has united parliamentarians from the countries of the Black Sea region. A great experience has already been gained in interacting and promoting coordinated decisions. This time we will hear a special report on the green economy. A separate report will be devoted to the role of ombudsmen in the countries of the Black Sea. Where the institute of ombudsman has been successfully established, special ombudsmen for children's rights, entrepreneurs, financial and other human rights defenders appear. It is very useful for us to share experience. The PABSEC acts as a catalyst for dialogue and development of the Black Sea countries,” Olga Timofeeva believes.

The participants of the 53rd General Assembly will study reports on the work of the organizations of the Black Sea Economic Cooperation, discuss prospects for the development of energy in the region, and consider various social issues, including the pension system. Following the discussion of the main reports, the Assembly’s recommendations to the Council of Ministers of Foreign Affairs of the Black Sea Economic Cooperation Organization will be adopted. Parliamentarians also will review financial documents: an audit report for 2018 and a budget for the next year. In addition, amendments to the PABSEC regulatory documents will be approved.

The 53rd General Assembly will elect the PABSEC Secretary-General. He is elected by the double majority for a term of five years, his task is to lead the PABSEC International Secretariat (Apparatus), located in Istanbul. Since December 2014, this position has been held by Azerbaijani Asaf Hajiyev. The voting procedure starts shortly.

The Parliamentary Assembly of the Black Sea Economic Cooperation was established on the initiative of Russia and Turkey in 1993. It includes delegations of parliaments of 12 member states of the BSEC organization: Albania, Armenia, Azerbaijan, Bulgaria, Georgia, Greece, Moldova, Romania, Russia, Serbia, Turkey, and Ukraine.
