The Chairman of the State Duma of the Federal Assembly of the Russian Federation of the eighth convocation. Elected in single mandate constituency № 163 (Saratov constituency - Saratov Oblast)
in his opening statement congratulated Ararat Mirzoyan on his election as the President of the National Assembly
of the Republic of Armenia after 2018 elections. He reminded the meeting
participants that Ararat Mirzoyan is participating in the meeting of the PA
CSTO Council in this capacity for the first time.
The Chairman of the State Duma also thanked the Kyrgyz side for organizing the meeting. “I think that you, colleagues, will join me in expressing gratitude to our Kyrgyz colleagues. We have been working and communicating today and yesterday. I would like to emphasize that everything has been done at the highest organizational level, thank you,” noted Viacheslav Volodin.
According to him, the visiting format of the meeting increases the efficiency of inter-parliamentary interaction.
In this regard, the Chairman of the State Duma proposed to continue this format and hold the next meeting of the organization in autumn in Yerevan, as well as to make the visiting practice permanent.
“Colleagues, the visiting format of our meeting, on the one hand, increases the efficiency of inter-parliamentary interaction, on the other hand, allows parliaments to tell more about their priorities. It would be right to expand the geography of our events, organizing them alternately in the CSTO member states, developing the practice of the visiting format. I would like to propose, if you agree, to hold a regular meeting of the Council and the 12th plenary meeting of the CSTO Parliamentary Assembly this autumn in Armenia. ”
Viacheslav Volodin in his opening statement noted in particular the need to take all measures to stop drug trafficking.
“Only in 2018, 11 tons of narcotic substances were seized during the CSTO special operation. Colleagues, we need to do everything to stop the drug trafficking. And for this, we must find together with the expert community effective auxiliary solutions. Therefore, at the beginning of autumn we plan to hold a traditional meeting of the chairmen of the committees, commissions on defense and security of the parliaments of the Organization’s member states under our Council with the participation of the working group on Afghanistan. The quality of the joint work on the prevention of threats and ensuring stability in the CSTO area of responsibility depends on the creation of a common legal security space in accordance with the CSTO Collective Security Strategy until 2025 adopted at the highest level.”
Speakers of parliaments of Russia, Kyrgyzstan, Kazakhstan, Armenia, Tajikistan and Belarus took part in the meeting of the speakers of parliaments of the CSTO member states.
The participants of the meeting of the CSTO PA Council discussed the situation in the area of responsibility of the organization and measures to address challenges and threats to collective security. The approximation of the legislation of the CSTO member states was one of the issues on the agenda.
