drew attention to the fact that almost eight years have passed since the day Muammar Gaddafi was killed in Libya. According to the parliamentarian, eight years later a new war began there.

“East and West, Tobruk and Tripoli are fighting each other. What is really happening there? Where is the order in Libya that the USA spoke about with the support of Great Britain and France?” asked the parliamentarian.

He reminded that former President of the United States of America Barack Obama had previously acknowledged himself that ”Libya was a United States’ mistake.“

“And this mistake has not been corrected in eight years, neither by [Donald] Trump, nor Italy, nor France, nor the United Kingdom. Why? Because the numerous formats of forums held in 2017–2018 to finally form a united government in Libya, one Libyan national army and choose one single president, do not lead to any results,” he stated.

Adalbi Shkhagoshev believes that the only reason for this situation is the absence of an honest mediator capable to solve the Libyan problem.

The parliamentarian drew attention to the fact that in 2015–2016 the largest international extremist organization announced the resumption of the terrorist war in Libya, as it was forced out from Syria.

“Russia warned of the danger that ISIS, Al-Qaida, the Muslim Brotherhood (all three are banned in the Russian Federation) would move to North Africa. All of them are exercising their activity there today, both in the East and in Tripoli. And the main problem and task that the world community has to solve in Libya today are not just to bring stability to Libya but to prevent the terrorist threat to move to Chad, Niger, Sudan, and Algeria,” the parliamentarian said.

Adalbi Shkhagoshev did not rule out that there are some countries that are interested in having a conflict in Libya. The parliamentarian stressed that, in view of the serious foreign policy weight Russia will act only as a mediator.

“A healthy foreign policy is a key to development and security within the country,” said the parliamentarian.

“Today we have been addressed by [Libyan National Army Commander Field Marshal Khalifa] Haftar, who is heading in the direction of the East. The leadership in Tripoli also asks us to become a meditator. And the official position of the Russian Federation is that we join the United Nations that wants to put the Libyan people at the negotiating table on April 15 and 16. […] Russia is an honest mediator, and today different forces trust us, Saudi Arabia, Qatar, Iran, Turkey. There is a special relationship between the Russian Federation and these key players in the Middle East,” he said.

Adalbi Shkhagoshev also noted the contribution of the State Duma to the diplomatic process of conflict settlement.

“If you pay attention to the international route of the State Duma, in particular, Viacheslav Volodin Volodin Vyacheslav Victorovich Volodin

, then it goes through those countries that, firstly, are visited by Vladimir Putin nowadays, and, secondly, are key players in the world. And representatives of these countries come to us. We have recently been to Turkey, with whom we have very serious relations, several times, held meetings of parliamentary speakers, participated in the Assembly of the Inter-Parliamentary Union in Qatar, and much more,” said the parliamentarian.
