Vasilii Piskarev: Russian and Chinese parliamentarians agreed to share experience in combating cyberterrorism

Russian parliamentarians agreed to share lawmaking experience with their Chinese colleagues in the fight against cyber-terrorism and cross-border crime on the Internet, as well as combating corruption. told this after his visit to the People's Republic of China.

The visit of the delegation of the Committee to the PRC took place on February 20–24.

“We had meetings with the leadership of the Chinese parliament. During these meetings the Chinese side made clear that they are ready to cooperate with our parliament in such spheres as countering terrorism, drug trafficking, and cyber-security,” said Vasilii Piskarev.

“The Russian parliamentarians are interested in China’s experience in the fight against corruption, cyber-terrorism, and the detection and suppression of cross-border crime on the Internet,” he added.

According to the parliamentarian, “Russia and China also consider it important to take measures to implement the principle of the inevitability of punishment and bring persons to criminal liability regardless of the territory where the crime was committed.”

The Chairman of the Security and Corruption Control Committee said that in Beijing he also held a number of meetings with the heads of PRC law enforcement agencies.

“We had meetings with the leadership of the Standing Committee of the National People's Congress (NPC), as well as with deputy head of the PRC National Supervisory Commission Li Shulei and Deputy Chief of the Supreme People's Procuratorate of the People’s Republic of China Tong Jianming, they shared Chinese experience in the fight against corruption. Of course, it would be interesting for us to learn their experience in this regard since this problem is also not fully resolved in our country,” said Vasilii Piskarev, adding that Russia agrees with the Chinese side, which considers prevention to be an important element in the fight against corruption.

“The most important thing in countering corruption is to deprive the economic incentive so that corruption becomes unprofitable. It is necessary to deprive the official of the possibility to get profit. No gain, no crime,” the Committee Chairman emphasized.

Vasilii Piskarev also said that during negotiations with representatives of the NPC, he invited Chinese colleagues to take part in the International Forum on the Development of Parliamentarism, which will be held in summer 2019.

“During this trip, we held a meeting with the NPC’s Internal Affairs and Justice Commission, its Chairman Wu Yulian listened to information about our work with interest and, most likely, will come to the Forum on the Development of Parliamentarism, which we will have this year. We are planning to discuss issues of security and interregional development, and a separate section will be devoted to cybersecurity issues,” he said.
