The Chairman of the State Duma of the Federal Assembly of the Russian Federation of the eighth convocation. Elected in single mandate constituency № 163 (Saratov constituency - Saratov Oblast)
noted the fact that “it is important for the parliaments of Russia and Vietnam to provide legislative support for those projects that have been agreed
by the leadership of our countries.”
“Relations between Russia and Vietnam are developing and, very importantly, they have deep roots and history,” Viacheslav Volodin stressed. He believes that this cooperation is a guarantee of success in the implementation of joint projects.
Chairman of the State Duma also noted the importance of the interaction between relevant committees of the parliaments of the two countries in this area.
He recalled that the General Secretary of the Central Committee of the Communist Party of Vietnam, President of Vietnam Nguyễn Phú Trọng paid an official visit to Russia in September and Russian Prime Minister Dmitry Medvedev visited Vietnam in November.
Nguyễn Xuân Phúc said that the visit of Viacheslav Volodin “will contribute to strengthening of cooperation between our countries.”
The parties noted the need to strengthen cultural exchange and tourism promotion. Nguyễn Xuân Phúc expressed gratitude for providing nearly a thousand scholarships to Vietnamese students.
Viacheslav Volodin noted the importance of development of economic ties between Russia and Vietnam. “We propose to hold a meeting of Russian and Vietnamese entrepreneurs and Vietnamese diaspora. The conditions of their stay and their business are in the focus of our attention,” he said.
Vietnam has already concluded an agreement on a free trade zone with the Eurasian Economic Union (EAEU). Mutual trade among Russia and Vietnam increased by 35% in 2017.
“We welcome the decision of Vietnamese authorities to include Russian language in the school curriculum as the first foreign language. We propose to expand the training programmes for Russian language teachers in Russia,” Chairman of the State Duma also stated.
Viacheslav Volodin noted that interest of Russian citizens in Vietnam is growing. The number of tourists grew by 30% last year and exceeded 500 thousand people; this year more than 700 thousand Russian tourists visit Vietnam. In this connection, the importance of studying Russian by the Vietnamese people is increasing.
“The potential of our relations is enormous and our task is to find opportunities for cooperation in new industries,” Chairman of the State Duma said.
Responding to the comments of Prime Minister Nguyễn Xuân Phúc about the interest of the Vietnamese side in the formation of electronic government, Viacheslav Volodin proposed to involve in the work the relevant committees of the State Duma and the National Assembly of Vietnam. “Considering the implementation of this task will require legislative changes, and such legislation has been created in Russia, the relevant committees of the State Duma could provide assistance to their Vietnamese colleagues,” he said.
