proposed to the parliamentarians of the two countries to think about the format of the international event initiated by the Parliamentary Assembly of the Belarus-Russia Union State. According to Chairman of the State Duma, the themes of the event could be “issues of creation of a common legal space, harmonizing legislation in those areas where the cooperation is necessary.”

“We need to develop the parliamentary dimension of the Union State,” he stressed, also calling for considering this issue at the level of the foreign ministers of the two countries. Parliamentarians from Belarus supported Viacheslav Volodin.

The event may be held next year, Viacheslav Volodin stressed.

Earlier, Chairman of the State Duma noted “the formation of a common legal space is a necessary condition for intensification of economic cooperation and improvement of the effectiveness of the implementation of joint projects and programmes within the framework of the Union State.”

Viacheslav Volodin reminded that “the establishment of a common legal space is the way to ensure equal conditions for the companies and enterprises of our countries in the Union State”.

In addition, participants of the 55th session of the Parliamentary Assembly of the Belarus-Russia Union State adopted the budget of the Union State for 2019. It will amount to 7.2 billion rubles (est. 106 million USD), 40% expected to be spent on basic research and the promotion of scientific and technological progress, and 24% to ensure security, law enforcement and military-technical cooperation. Funds are divided between eleven programs.

Viacheslav Volodin noted that “we need to exercise a parliamentary control over the budget execution.” According to him, “it would be right if the relevant commissions organized monitoring of [the implementation of] programmes.”

The 55th session of the Parliamentary Assembly of the Belarus-Russia Union State was held on December 21–22 in Moscow. It is planned that the next, 56th session, will be held in 2019 in the Republic of Belarus.
