On October 31, at a press conference at the Russia Today press center, Chairman of the Standing Committee on Defense and Security Affairs of the CSTO PA, Deputy Chairman of the State Duma Committee on Security and Corruption Control, Anatolii Vybornii told reporters about the results of the meeting of the Parliamentary Assembly of parties to the Collective Security Treaty Organization (CSTO).

noted that ”within the framework of the CSTO,
anti-terrorism legislation is being fine-tuned.“ The essence of one of the recent parliamentarians' proposals is to create a single list of organizations
that are recognized as terrorist. ”If an organization is recognized as terrorist in any of the CSTO country, accordingly, it is included in the single
list of organizations recognized as terrorist within the CSTO, and this is the legal basis for recognizing the organization as terrorist in other CSTO
countries and for inclusion in the national lists of terrorist organizations in these countries,” the parliamentarian explained. “Today if the organization is
recognized as terrorist and banned in one country, it can transfer its
activities to another country, where it is not banned, and continue its work
and commit terrorist acts, but tomorrow, with the appearance of a single list,
this will not happen. In this regard, parliamentarians do a great and important
job on harmonization and convergence of the laws of our countries“, said
Anatolii Vybornyi.
Anatolii Vybornyi also spoke about joint actions of the CSTO countries to ensure information security. “Now, more than ever, there is a war going on for the minds of our citizens, and firstly, of the younger generation,” said parliamentarian. “That is why terrorists and extremists increasingly use the most modern information and telecommunication means of propaganda. And that is why the CSTO PA offers novels that are aimed at both economic and legal mechanisms, which make it possible to move from a defensive agenda, when we respond only to agitation and propaganda, and the involvement of our citizens in terrorist and extremist organizations in the information space, to enforcement activities,“ said the member of the State Duma.
“Some new terminological concepts are proposed”, Anatolii Vybornyi noted. “For example, such a concept as “information superiority”, which is based on the ability to be ahead of the opposing side in collecting, analyzing, using, disseminating information, the ability to establish and maintain the superior pace of an information operation, in such a way to dominate the entire information operation on the relevant platform and to anticipate possible retaliatory attacks from the enemy. And one of the model legislation in this sphere was adopted yesterday, and we hope that in the near future it will reach our states, and our legislators and law enforcers will begin to develop and apply these norms in practice,” concluded Anatolii Vybornyi.
