Regulation Committee voted ten votes to nine to consider this issue before the end of the year. It is possible that it will be put to a vote at the autumn
session. This report may also refer to the subject of amendments to the Regulation
[on the abolition of articles on sanctions that allow to deprive national
delegations of their credentials]. If such amendments are adopted Russia may
change its position on returning to PACE and send an application for participation in the assembly in 2019,” Leonid Slutskiy

said.
He added that the commission appointed Petra De Sutter (Belgium) as rapporteur “not without a harsh discussion”. “This is a quite neutral candidate for us,” the head of the committee noted.
The Council of Europe informs on its website that the draft report can be introduced in the commission by 20 September. The document should reflect the work of the Ad hoc Committee on the role and mission of the Parliamentary Assembly that works on the harmonization of the statutory bodies of the Council of Europe (the Committee of Ministers and the Assembly). Russia took part in the meetings of the ad hoc committee and sent its proposals on the reform of the Assembly, which included, among other things, the abolition of articles of the Regulations that allow to deprive the delegation of key credentials.
