The bill on visa-free entry for foreign fans passed the first reading

FIFA World Cup 2018 FAN ID holders will be able to return to Russia without visas till the end of the year. Until the end of the week the bill should be adopted in the final reading

, leaders and members of all four factions of the State Duma, will amend the Law ”On the preparation and organization of the FIFA World Cup 2018, the FIFA Confederations Cup 2017 in Russia and amendments to certain legislative acts of the Russian Federation“. On 24 July they were adopted by the members in the first reading.

Until 31 December 2018 entry into and departure from Russia of foreign citizens and stateless persons who attended the FIFA World Cup 2018 matches as spectators ”are carried out without issuing visas by presenting valid identity documents recognized by the Russian Federation in this capacity, or the personalized card of the spectator received by such citizens and stateless persons before or during the period of the FIFA World Cup 2018 matches”.

Viacheslav Volodin said that the bill can be amended to its second reading to include FAN ID holder’s family members as people that can come to Russia without visas.

The law is a priority for the State Duma and must be approved in the third reading before the end of the current session.

reminded that the bill was signed by the Chairman of the State Duma and the leaders of all factions of the State Duma.

The bill was prepared in connection with ”tens of thousands of requests of fans“ who came to Russia for the World Cup, asking to return to Russia without visas, Mikhail Degtiarev said.

He also said that the Committee on Physical Culture, Sport, Tourism and Youth Affairs together with the Ministry of Sport conducts an analysis of all temporary rules adopted for the World Cup in terms of legal regulation of tourism, sports, security, and the work of volunteers.

”The goal of this work is to expand the positive experience to the whole country and the possible adoption of permanent laws,“ Mikhail Degtiarev said.

He reminded that the FAN IDs were received by almost 2 million people. ”In fact, we speak about almost one million tourists,“ the MP said.
